Why Can’t You Delete Symantec Files? – Removing All Symantec Programs

I was able to uninstall Norton by the Norton removal tool but still that folder has 3 left over files which are not deleted. I am very annoyed deleting this Symantec files, such as symlcsvc.exe, symlcrst.dll, symlcnet.dll, as they won’t get deleted. How can you delete them permanently?
